One person told this to the Trump campaign and said he hopes they listen. That is then extrapolated to Trump wanting to do it. They also quote an unnamed Trump legal advisor about it but it was based off of a question of how something like this would look, so a hypothetical. If the Trump advisor had said they were actually discussing it then they would've quoted that. They didn't so this is fake news.
