How is this allowed to continue? The people calling the police lying so SWAT shows with the police can be traced. You have to give your name reporting something to police and or your number traced.

It can't be traced. You can do all kinds of tricks using VOIP. It's the same reason spam calls are near impossible to stop.

How about the case where the dude in California swatted some dude in the mid-west and the police killed the guy. Pretty sure the Cali guy faced significant charges.

Now I'm sure the response to that would be well what if it really is an emergency? And my response is simple. You are endangering people's lives when you go busting into their homes as if they are criminals and they have no idea why you're coming.
Passing the book for responsibility on this to the anonymous caller is police negligence

If you call 911 with flippant nonsense and keep calling them, they can arrest you. There's a mechanism for tracing these phone numbers. Wouldn't a judge sign off on a warrant for this?
