We can certainly make things better by trying. It has worked before in the US, before all the bleeding vaginas shortened or eliminated minimum sentences and started up the cashless-bail and other bullshite.
And for the record, it seems to be working pretty well in El Salvador, too. Nobody wants to go to prison over there. All these gang members in the US already have their homies and their networks in place within the prisons, so it's just 3 hots and a cot to them.
Start bringing the fricking hammer down hard on violent thugs, put them away for life or execute them, and the message will resound pretty clearly. Right now, the little homies know that the OGs will be out in a few years to resume business as usual. What happens when the OGs aren't coming back, period? A lesson is learned through example, and a negative influence is permanently removed from society.

Punishment for harming some part of society
Removal from society for society's safety
Provide an opportunity for rehabilitation.
The judge that turned loose the dude 72 times to douse a person with gasoline addressed none of those three and should be disallowed from ever doing work other than cutting grass.

They are right. Far too many are sociopathic and essentially unfixable for the duration. Outside of the 'El Salvador' model of prison. And Jihadist Islam is very dedicated to their World Caliphate Cause.
A lot of people realize that there must be a thinning of the herd, though few will speak it and many more can't face it. The Left believes that the Right must go away, and vice versa. Not that any of this is outside of the historical norm.
