Never. Louisiana has 38.5 cents/gal tax. 0.20 for state, 18.4 federal. You could get it for 38.5 cents if the oil company gave it away for free.

Russia has more than enough natural resources to sustain themselves and China - they're currently building a natural gas pipeline to China right now.
