By most reports/accounts coming out, the Biden Administration ignored intel that said Kabul would fall within days. Had he listened, our evacuation efforts would have started weeks, or even months ago. When the Biden Administration realized the speed of the Taliban progression across the country (and they most certainly did realize it) they were too invested politically to call an audible. Under no circumstances did Biden want to send any significant amount of troops back to Afg to secure another plan. They had every single one of their eggs in the "Kabul won't fall for months" basket despite being informed otherwise by Intelligence.
It is a combination of incompetence and hubris on the Biden Administration.
To your Bagram question. The Administration shut it down, in the middle of the night, likely as a show of good faith to the Taliban. It was a strategic blunder, certainly.

I wouldn't be the least bit surprised that they are already banking on using those frozen Afghani assets to barter for any hostages the Taliban may take.

Mortar attacks the runway and the airport. Casualties occur and the runaway is damaged significantly.
Taliban says: "hey it wasn't us. We don't know where it came from." and maybe it isn't. Maybe it's Iran? or other terrorist group.
What does the US and others do? Activate and send a shite ton of troops in? Retake Bagram? Then what?

Likely a complete escalation of conflict. Can't leave 6000 troops behind obvs. US should be positioning thousands of troops in the region in preparation for escalation just encase it is required.
