Which quote says this? I see multiple references to proceeding in the law enforcement and intelligence "by the book" but none saying not to act outside of it.
The only modification was a potential sharing of intelligence, but it doesn't say anything about prohibiting this and they are "mindful to ascertain" if there would be any national security issues in doing so.
That letter does the opposite of pain the Obama admin in a bad light. You need to find a LOT more for any potential criminality. And Obama is absolutely immune, regardless, as he was still President and this is pure executive functions.

Then once you get past this, you still have to ask in what context was this stuff happening at the time? Then you have to confront the entire Senate Intelligence Committee Report on the numerous things the Russians were doing at the time that were documented by various government agencies though various methods. Then you gotta get past Manafort and Don, Jr. playing footsie with the oligarchs and Russian nationals. Then you gotta get past Trump going on TV and asking the Russians to find her emails (totally a joke, hehe lol). Then you have the sleeper of the Kremlin agent exfiltrated at the time and what we were getting from them.
Once you get get a jury to disregard all of that, then yeah, they totally made it up to get him.
