That email won't go anywhere. It is not damaging to Rice, Obama, Comey because it is addressing a concern of passing sensitive info of an investigation to the Russians. So there is nothing there looking at it as a stand alone email.
However, the email alone will not go anywhere but if coupled with the idea that the Russia-gate ruse was planned by the WH, Hillary, Comey, Rice then it might go somewhere. Proving this with hard evidence will be difficult and likely not go anywhere. They were smart and careful and this email shows that they were thinking about if they ever get investigated we need to have plausible deniability.

I agree with this statement. Nothing in the email is saying "Dont do this by the book". Unless you take the quotes around "By the book" as sarcastic reverse meaning. But couple this email where they are discussing a Russian collusion potential with the incoming Admin, with the fact that they are the ones that created the Russian collusion ruse, then it takes on a diff meaning.
