Not FOR NOW, once he makes the rules, there is NO JUDGE in the land who can overturn the rules, not even the SC, they first have to appeal to the Postal Board, they can not file a lawsuit. Congress passed that act a while back. So, if it first has to go through a Postal Board hearing, which can take months, they are history, these new rules WILL be in effect for the Mid Term Elections.

Yes, as long as the rules are not ILLEGAL (of course) but that is a given, the White House lawyers know how to make legal rules.
For instance, the USPS is going to put a tracker on each ballot or ballots will not be accepted (if that is what they do). Well, the states have to follow those rules or else they will be liable for putting forth fake ballots.
The rules of a Federal Entity has to first have comments on line, before it can be challenged by a Postal Board. This is why this ignorant judge tried to knock it down before the rules were ever implimented, she knew it could not be challenged in a court until the USP office hears the case.
Once the rukes are put in, then the courts will say they have no standing.

1. The state provides a list of the ballots they intend to mail out.
2. USPS assigns a unique barcode to each.
3. When the ballot is mailed out, this barcode is scanned to ensure uniqueness and that it matches. If there is no match or it’s a duplicate, it is not delivered.
4. When the voter mails the ballot back, the USPS scans it again and checks to make sure it matches what went out and isn’t a duplicate. Any ballots that don’t match won’t be delivered.
5. This is all done on the exterior envelope. The USPS isn’t determining eligibility or deciding who gets a ballot. They can’t see the actual votes. They are essentially just ensuring there are no duplicates, that the number mailed in isn’t greater than the number mailed out, and that the person mailing one in was the same person who received them.
This is a common sense solution and is completely reasonable.
Why would anyone oppose it unless their intention is to cheat?

Makes one fraud mechanism more difficult.
But as long as there are drop boxes, won’t stop much.
Blue metros will still count votes for as long as needed until the necessary totals are reached. The end result won’t be auditable, and no one will be allowed to investigate.
