Hubert Humphrey did get the nomination. He was VP in 1968 and won the nomination.
Quayle was not a sitting VP when he ran for the nomination. GHWB had lost to Clinton four years previous and Quayle had been out of office since that loss when he sought the nomination.

I kind of doubt Vance is anyone's first choice but it wouldn't be the end of the world if he was the nominee. I suspect the biggest obstacle to him getting it will be his own ambition, or lack thereof. It doesn't sound like he is really on board with the chaos.
