Jobless, subsidized, criminals... Nothing better to do than destroy their homeland and blame everyone else for the problems the destruction creates.

I doubt it is a failed state, but simply another country about to outstretch its palms for more $$ from the worldwide financial institutions it is 'deservingly' in need of.
