The have satellites to take the same pictures the balloon would take.

Why are you assuming that the objective was to take pictures?

Highly doubt this. It was only at 60K feet.

I think it was a test of our political will and we failed miserablly. China will certainly back the dem candidate in 24 again for sure.

No, you're talking about a completely different level of resolution they could get from this balloon. In addition to visual it was almost certainly gathering other data and served as a giant FU, look how weak you are on the world stage.

Probably test for something more nefarious, i.e. an EMP

I can think of only 2 reasons.

#1 and most likely it's to stir the pot in many different ways.

#2 they have shite satellites that couldn't get information they feel they needed.

Satellites are expensive and a technological challenge to build, launch, and maintain. Retasking a satellite's orbit may be too cost prohibitive or even outside their capability.

Balloons are pretty cheap.

All I got.

Does Google Earth cover sensitive areas?

Military bases are blotted out. Well supposed to be, but sometimes they get a glimpse.

Historically, unfriendly nations engaged in 'limit testing.'
You poke your foe to see what he does. If he does nothing you poke him harder.
China knows that we have a mentally retarded president. But they have to be sure he is totally passive before they invade Taiwan.

Why did the Middle east send those 9/11 pilots on dry runs?

Could be a lot of reasons. Example - No ground penetrating radar from their satellites, but not out of the question to put on a balloon to take a peek at nuclear installations.

Seriously?

Photos likely not primary objective, but you'd get better photos and live video from balloon.

Potential intercept of various signals and frequencies.

Testing of equipment such as jamming devices. Potentially test tech to frick with anything from traffic lights to civil defense.

To instill panic.

Probing response. Instead of inert payload, next time it could be EMP, Nuke, or even rolls of pennies... I mean why not? That'd kill plenty of people from that height over a crowd.

Cost. A satellite costs a Billion dollars or more and launches are tracked. They can launch balloons for a few bucks from anywhere.

This is the most likely reason.
