So Baton Rouge is starting a flag football league to curb teen violence

Nice try and a huge waste of money. Please stop with these feel good programs. It all starts with a kid having a responsible mom and dad. That’s it, nothing else will work.

i mean, how much does flag football cost? Since the government can't mandate morality, can a cheap football club keep some of the kids busy for a while?

Yeap, the parents need to take the kids to the fields, still make sure they wash up after, get fed, do their homework, etc.
It's more than just having rec sports available.

I imagine the NFL will be footing most, if not all, of the bill.

This. This initiative will not solve anything and will likely result in more 'teen' violence as individuals will be concentrated together. I would predict that as soon as a player is penalized or 'disrespected' in some fashion, another group melee will result. As the OP stated - these superfluous lib initiatives do not address the root issue regarding parenting and being taught right and wrong growing up.
And before I get called a 'racist' by the lib persuasion, I believe that despite color or race that ALL kids no matter what background can grow up properly. Unfortunately, the past President LBJ set this scenario in motion back in the 1960s to garner votes. Without giving a rat's arse about the connotations of said actions.

Tax payers provide the fields and maintenance through brec and some health company is providing a $500k gift.
There is no mention of dollars from them.
An actual dollar amount announced.

You are fricking dumb. I read your link and it's crazy you came away from that thinking the NFL will pay for most of it.
Our taxes go to Brec and law enforcement. Who are teaming up to do this. So yes, taxpayer money will go to this. This doesn't mean you will get sent a fricking separate bill for it. It just gets appropriated out of the pot.
And I have no issues with supporting Brec and sports. The problem is, this won't solve the problems in the black community. Parents will. That's the issue here.
