As of now, it looks like the opposing party might not get a majority, which would keep Bibi at the helm.

Yeah and there are tweets that there was chaos and confusion with kerfuffles and accusations of Arabs cheating.
Their elections are hard to understand at times. I remember telling the BiBi jew haters here to be careful with the BiBi hate. It could get worse and the Muslims could win.

If there is no majority, then the President, Herzog, can say, "Eizenkot...go try to form a government". If he cannot, then he can go to Bibi with the same ask. If Bibi cannot, then it's likely that Bibi would be PM still until the next general election.
