You can easily find one handbag in Louie Vuitton San Fran store in the photo, worth $950. Or one pair of shoes or perfume. Two items stolen there would land them in jail.
There were little house on the prairie tennis shoes made to look trashy, with holes and dirt smears or something---- worth $1000. Are they still in fashion?

I had a solution for this that I'm really surprised it's being deployed.
Mark literally everything on the shelf at $1000. Wrist watch, 4-pack of toilet paper, bunch of bananas, literally anything and everything, $1000.
Once they are checking out and paying, apply a register discount to each item that could be called something like a "thank you for not stealing discount" and lower the total to actual retail price.
The dindu mobs of flash looters would think twice knowing they'd catch a case of felony grand theft over a pack of Big League Chew.

No, it’s per victim over a 2 year period, I believe. So, you can steal $950 per brand. Also, multiple locations of the same store (ie two different targets) count as the same victim.
Target has a pretty intense shoplifter surveillance program. They use video to track every customer in their stores and record any and all shoplifting. As soon as a shoplifter crosses the threshold of goods stolen to qualify for prosecution in their locality, they forward the video evidence and receipts to law enforcement.
