If you are ultimately accountable you should have to answer for your negligence. There is nothing to prevent this from happening again without consequence. Rosenstein is a hack and should be thrown in jail for negligence.
I would say his testimony today has confirmed he negligently rubber stamped it by the fact he didn’t read it. He abused his power and should suffer harsh consequences.

I think at end of day he did what he could and made sure the final outcome wasn't biased by politics which it wasn't. He's right in that he can't stop everything for one case and he has to trust the sworn affidavits of sworn officers that it's done in good faith. we need to hold the FBI accountable and depoliticize it.

This wasn't a case of Humberto conspiring to launder $80,000 in drug money. This was the most important case on his desk... and he rubber stamped everything and questioned nothing.

Problem is that, by the same token, him signing off on the final work means the buck stops with him.
If he isn’t leaning on supervisors to manage people and make sure good work is done, etc, then it falls on him too.
And also makes the case that either the whole of the FBI is hollowed out and corrupt or that there is a significant shadow organization within it able to lie and manipulate at will.
