States should enact laws that place the responsibility of the actions of the protestors on the organizations paying them. Not fines, jail time.

USAID has funded the majority of these protests....Soros is just the one being used as the excuse for payouts. What guy is going to spend his own money without a return on investment?

When they violate the law by not getting permits, block traffic, rioting etc....they need to get shut down and arrested no matter if they are paid or not. But, if they are following law I'm not sure how this differs from paid lobbyist.

This provides some clarity to the "protesters" we all see though. A bunch of old, gray-haired geriatrics in t-shirts parading around with custom printed signage, and yelling along the streets.
