Probably because he never went through the boxes. He didn't know that he has classified records. The interns are the ones who boxed his papers.

If he had returned them they would have stripped his security access and he would not be able to get his hands on them any longer.
Biden admin had already removed the storeroom/closet as a SCIF so that they could not be legally stored there.

imo this is closest to the truth for trump and biden...and most anyone else for that matter. i sincerely doubt trump spent his last days rifling through files seeing what sensitive documents he could steal. i doubt he packs his own suitcase for trips. i suppose it's possible he (and biden) had a couple of gems in there they knew they probably shouldn't but not a big deal.
the issue seems to be that trump is so arrogant and steeped in the belief that as president or ex pres he can do whatever just because. asking for documents to be returned is an affront to his supreme reign so like an idiot, he fought it and as a result got raided. then came all the mental gymnastics to paint himself as a victim

So... you read Tappers book which delved extensively into the fact that Biden had deteriorated to the point where he should no longer have been in office, and was that way for apparently a few years... and your main takeaway is about Trump and some trumped up classified document procedure crimes? If we're being honest, if Trump did have classified documents, which he didn't, and he was keeping them from the DOJ and the FBI, which he wasn't, I would fully trust that it was because he had American.s best interest at heart.
For instance, let's say he had a few paper doc's proving the Warren Commission Report was completely full of shite (it was), and JFK was assassinated by the CIA (he was), and Trump was the last person to have access to the truth, I would trust him to hoard that.
Trump has repeatedly shown that he has the American people's best interest at heart and he will undermine and attack corruption within the ranks.
Can you say the same about Barry O who built a home right down the road in DC?

Donald Trump was POTUS, thus giving him authority to declassify anything he chose. The only exception was he could not uncover anything blurred by FISA.
Joe Biden was VICE POTUS and had ZERO authority to declassify anything.
