I think that’s a good question. I don’t know the answer. But him not being charged at this time doesn’t make him an FBI informant, agent, etc.

He's lying. Video evidence clearly shows Epps inciting to riot by urging the protesters, "tomorrow we go inside the Capital". The guy was a plant. His job was to convince as many of those protesters to go inside the U.S.Capital. It was all a trap. Even some of the peaceful protesters suspected he was a plant. In one video you see folks pointing at him and screaming, "Fed, Fed, Fed".
Why isn't he in jail? I'll tell you why? He's a paid professional DOJ/FBI agitator.
The protesters reported that as they marched towards the U.S.Capital to peacefully protest they could see the DOJ Attornies lined up along the windows at the DOJ laughing at them.
Her name was Roseanne Boyland.

We can’t charge a random person… on video.. inciting a riot.. on one of the three so called darkest days of the US?
