I think there is a fair possibility Cohen gets tagged for something unrelated to Trump

There's really not much to unravel here. D'Souza has been loyal to Trump, and Trump is awarding that loyalty, while also sending a message to certain other people currently being investigated that they too can be rewarded. The predictable reaction from the media folks on Twitter is just an added bonus.

It seems to be, at best, EXTREMELY RARE for the scope of what we are talking about with D'Souza.

Meh, maybe. I think you're overthinking it.

I think this is Trump tossing red meat out more so than sending a message.

I think you're making this out to be a bit bigger than it is. DD was a political target and Trump is just correcting that.

I could just as easily make the case that D’Souza was adversarial toward Obama and Obama punished that enmity, while sending a message to his other enemies (to whom he was never shy about expressing his desire to punish) that it could happen to them, too.

See how that works?

And this dropped the day after Judge Wood said the rest of Cohen's seized files will go to the SDNY screening team in 2 weeks if Trump and Cohen's lawyers haven't finished their review.

I believe the black boxer he pardoned a few weeks ago did not go through the Pardon attorney either.

DOJ can get interested in a pardon when it does not go through the customary channels. Of course other factors would need to be at play though for them to start an investigation.
