Wow! Thanks for pointing this out and backing it up. It looks so real I would never have even thought it was a fake photo used as a visual metaphor.
(I would suggest you stay away from the memes threads. They'll drive you over the edge doing reverse photo searches to see whether the photos there are real.)

There has been infrastructure in once for a very long time. This water has also affected ranches and farms quite a bit.
