I love the idea of a new refinery! I have never understood why our nation wasn't completely energy independent until I realized that it was only government intervention and red tape (particularly FERC) that screwed the petroleum, natural gas, and mining industries over.
That being said, is this refinery being built with private funds by one or more companies, or is it being built in part by our federal government? It's not clear in the brief article linked.
Bottom line is that the federal government needs to stay 100% out of building or subsidizing businesses or industry.
1) There is no constitutional authority for the federal gov't to create a business or any part of it
2) (More importantly) Every single time the federal government gets closely involved in anything it has no constitutional authority to touch, they f*** it up by making ridiculous demands of the recipient of their "generosity" in order to keep those funds (which never should have been provided in the first place) coming in. Our public schools and automobile industry are two huge examples of this.
That's the only possible downside I can see in this though, and it hasn't been confirmed that this is the case.

I’m wondering if this is ever going to happen. It seems like it’s permanently delayed. Last I heard they hadn’t even purchased the land. Construction was originally supposed to start in 2024

They put it on the market for less than 2 months before internally they knew they would shut the site down.
It has cost them several billion to idle and demo, both in direct costs as well as not operating during the Covid recovery which the industry saw record high margins on processing. They could run Venezuela crudes with some adjustments, and with some additional units, likely 100% VZ crude.
Shell said they want to be carbon neutral by 2030 and having refineries and chem plants ain't gonna help make that happen. Europeans are driving this.
They may have been able to build some Green/ bio units if the old CEO was in place long enough, but investors did not like how Exxon and Chevron were making record profits post Covid and Shell (after a number of sell offs and announcement to reduce production) was falling behind. So out with the old CEO, in with the new CEO, but the damage was done.

The last refinery built just opened in West Texas. It is a small one owned by and indie but backed by Shell. Designed and built by Polaris EPC, Lake Charles, LA
Polaris designed and completed a 50,000 BPD refinery in Galveston in 2020.
This announcement sure looks like the target market for the products is Mexico and via ship elsewhere.
Refineries in the US are operating at 90% capacity.
Two major refineries have shutdown permanently in Louisiana over the last several years, Convent and Belle Chasse. There wasn't enough market in the US.
Polaris EPC also had designed 5 each 50,000 BPD refineries for Texas, a couple have been permitted but no financing to build them due not enough market.

BTW, two refineries were built in North Dakota during Obama's first term. Both went bankrupt by 2015.
