I understand what he was getting at but can also see how it looks like he thinks the accord only affects Paris.
Of course the left is retweeting thinking they have a huge gotcha here.

Of course he does. He was deliberately trying to contrast Paris to Pittsburgh, as to highlight the stupid clueless "elite" type mentality of the whole thing.
