This is not true. Missiles have a use-by date just like the ground beef in your fridge. This is a result of fuel settling. Have you ever seen footage of a missile boomerang? It is usually old Russian or Soviet stock. That is a result of fuel settling that causes an imbalance in the thrust.

When US missiles get to their use-by date, they must be sent to the manufacturer for destruction or replacement of the fuel, depending on the type. Both of those cost money.

The issue for procurement is that you have to estimate the number and types of missiles you will need over a time period. That means determining the foe and the type of conflicts you are going to participate in over the next decade. It is difficult to do and results in being off the mark some of the time. You can't just stockpile far more than you need, at least from a financially reasonable POV.

If we are unable to respond to restock our supplies of munitions and missiles then we would never be in a position to win a prolonged world war again against Russia, China, or anyone. We won two world wars and I am sure that many of the Leaders, (Eisenhower, Patton, McArthur, Halsey) would have loved to have had "more" of something during the 5 years of WWII.

Not our responsibility to defend them. I vaguely remember a president once telling them they needed to increase their defense spending for their protection. While this president was berated for this stance he seems to have been right.......again.
