The combined population of all of those 100 counties is likely lower than East Baton Rouge Parish, who voted 54% for Harris.
Lower population = more space and room = more conservative = more children.
A better comparison would be the birth rates of similarly populated middle-of-the-road counties, 50 red vs. 50 blue... which would likely also have the more conservative counties having more children, despite similar populations.
