Opening a different kettle of worms abortion and Federal Murder?

Why are their not federal murder charges for a woman that crosses state lines to abort her late term baby as been recently approved in Mass?
Interstate Activity: The crime involves crossing state lines or international borders, or it utilizes interstate commerce tools (such as phones, mail, or the internet) to arrange a murder-for-hire scheme.
Federal Law on Unborn VictimsUnder the Unborn Victims of Violence Act (also known as Laci and Connor's Law), passed by Congress in 2004, federal law recognizes an unborn child as a legal victim if they are injured or killed during the commission of a federal crime of violence.Two Counts: If an expectant mother is murdered in a federal jurisdiction (such as on a military base or across state lines under specific federal statutes), the offender can be charged with one count of murder for the mother and a second count of murder for the unborn child.Stage of Development: The federal statute applies to an unborn child "at any stage of development," from fertilization to birth.Exemptions: The law explicitly states it does not apply to lawful medical abortions or actions by the pregnant woman herself.
The next step would be conspiracy charges to commit these murders for all that voted for this legislation.
