That's what the guy who is on trial for carrying out the attacks is saying. I believe he is Ukrainian special forces. Ukraine has denied involvement of course, but his legal defense is that he was following orders.
Ukraine appears to have attacked one of our NATO allies in what amounts to an actual war crime because the attack targeted civilian infrastructure. Then, Joe Biden sent hundreds of billions of dollars to said war criminal who attacked our NATO ally.

Pipeline is encased in concrete and lies on sea floor 80-100 meters down. How deep can divers go? Or do you need some kind of submarine or underwater vehicle to plant explosives.

I remember when this happened the guy on Monkey Werx Youtube channel had a Navy P8 flying around that area on that night. It looked suspicious in flight path. I don't remember the details, but i remember thinking that it was possible the US did it or helped at least.
