This is the whole point of the OP. They had them all along and didn't use them until after the attack.

They then demonstrated how to set them up to avoid someone going into an open street and or the sidewalk.

I wonder how effective those barricades are? They look like the kind of device that needs to be pointed in the right direction and also like something that could easily be moved by a pedestrian, intentionally or otherwise.

They might have only limited effectiveness in the situation (on sidewalks), and/or pose a hazard to pedestrians, but they drug them out after the attack to show they were doing SOMETHING to reestablish a sense of safety.

I still maintain it was probably some underling who failed to strategize correctly about their usage and even knowing they existed. Granny’s only been in charge of this crap agency for a little over a year.
