The bill does not literally ban people from using the words "mother" and "father" in everyday speech, schools, or private documents. Rather, it would revise portions of New York statutory law—primarily family court, custody, surrogacy, and parentage provisions—to substitute gender-neutral terms in many legal contexts. According to reporting on the measure:
"mother" would often become "gestating parent,"
"father" would become "non-gestating parent" or simply "parent,"
"paternity" proceedings would become "parentage" proceedings,
and "putative father" would become "alleged parent."
