Yes, explain how he is wrong in that.
While New Orleans is still a massive economic engine for the state, it took about a decade for it to begin to economically recover from Katrina. Right as it was making strides, COVID hit (along with Latoya) and it still has yet to come close to its pre-COVID economic output. This is reflected well in population numbers as Orleans has fallen from their continual lock as being the most populous parish in the state to being 3rd (behind EBR and Jefferson with both Jefferson and Orleans shrinking while EBR continues to grow).
In short, New Orleans is waning while other parts of the state are in ascendency (Baton Rouge has made huge gains, Lake Charles isn't far behind -and may surpass BR if those LNG projects ever actually go into production- with Shreveport and Lafayette making their own slow but steady growth). As that dynamic continues apace, New Orleans loses increasing amounts of influence on the state.
At most, Landry was telegraphing, but he certainly wasn't factually wrong.

That is absolutely wrong.
The extra office was created through a statute (read: legislative action), it wasn't constitutionally stipulated.
