Most of the state is, some parts are not. EBR has been experiencing growth since Katrina and now we're seeing a rush of new businesses coming in (read that as: locking in future growth). Lake Charles is not far behind with its current growth. Lafy and S'port are slowly growing, but growing nonetheless.
New Orleans is on the wane and has been for a while. Population-wise it's been on the decline since the 1970s, economically it had just started making progress beyond pre-Katrina economic numbers when the one-two punch of Latoya and COVID came along to hamper the area so hard it still hasn't recovered to pre-COVID numbers.
As this has happened, New Orleans has tried to glom more and more onto tourism to make up the fading industrial base, but tourism is fickle and cyclical so what we see there is stagnation while other large cities around the state are seeing modest to strong growth (depending on the city).

Landry is needlessly belittling a city that provides the entire state with a significant portion of its sales tax revenue. Your response is centered around my use of the "basically declared war" metaphor. What is your issue?
My position is that Landry is demonstrating poor leadership. This spectacle does nothing to further Louisiana's interests.

Ok...I'll explain it again. It's ironic and insane that you'd point to Landry's quoted words in the OP as being "declaring war" while discounting the New Orleans attempt to indict the State AG for explaining how the law would be applied if New Orleans didn't follow it related to the Clerk position.

It upsets the Gov and many politicians outside of NO that it, N O has gotten more than its fair share for far to long. This Gov to his credit, has called N O our and is changing the numbers of D A s. Judges and clerk to reflect the population of present N O. This apparently has rocked the boat and the N O shenanigans with the indictment of our Atty Gen is 100% B S. There will always been resistance to cleaning up waste fraud and abuse. The Mayor of N O would do well to distance herself from the dirty Democrat machine in New Orlean and strive to be creative in her means of paying for the City

It's still the largest city.
It's the third largest Parish I believe.
I don't know how meaningful a distinction that is. It's clearly a place still on the decline and doing a shite job of trying to rectify that. One could reasonably argue the same for most of the rest of the state, with some places simply doing a marginally better job than others.
Speaking of constitutions and laws. The state had to rewrite a number in recent years that all, when written, cleverly carved out different/special provisions for Parishes with a population above 500,000.
