Maybe it was set up that way on purpose?
We have a "use it or lose it" system. It's easier to spend the money and get 10% more next year than it is to try and go through the process of requesting money for next year's budget.
Also, politicians in Minnesota want as much federal money pumped into their economy as they can get. There is no incentive for them to identify and stop fraud. They like the $$$ coming in.
All states like it, not just MN.
