What insurgency is this talking about? Which cancer? Which enemy is the military going to surgically take out? What does that even mean, that they are going to start targeted arrests or killings...Of who exactly?

Yes.
Also, I have to wonder if the person knows who is actually in the military. You may be surprised to know that not everyone in the military is even a citizen.
And historically, it kind of seems like the military is usually on the establishments side, while its people rebelling that bring the change against them. Otherwise, you're going to need a split in government like the civil war.
Beyond that, what is the military supposed to do? Have a coup so the people can keep electing the same people in the best case?
A nice fantasy, but purely fantasy. What's needed is a cure for people's suspension of belief when it comes to politics.

I think there are a LOT of people who would be very surprised to discover just how many liberals (and even true Leftists) are in our military. It has changed very significantly since the 1990s/2000s. Obama lied about a lot of stuff, but he most certainly did not lie about the fact that he was going to "fundamentally transform America." But it's not all on him. Bill Clinton got that ball rolling with "Don't ask, don't tell."
