Someone should tell Frank, the first step in dehumanizing the Jews was the propaganda. Then the outlawing of non-jews to shop in jewish stores. Then, somewhere along the line, came the badges.
He may have lived it, but historically speaking, the FIRST step was not the application of badges. The sentiment against jews built over time. The Nazi's didn't just one day, appear out of nowhere with golden stars and say, "we hate you now!". It was a growing sentiment that took many years to take hold before the all out "banning" of the Jewish people began.
