Correct they are but when the law also says it is illgal to sale or adverside for sale in NY then the seller is also on the hook for the sale.

If they SHIP it to you in SC they are on the hook too. If you buy it in a legal state and transport or ship it to SC then they are not controvening laws.

The law says both you can not operate certain vehicles but it also says you can't sale or advertise them for sale in NY. I think later you mentioned something about how do they know Target has sold ebikes etc that controvene the laws. That doesn't matter if they have advertised them for sale in NY then they are breaking the law. A corollary is I buy pest control chemicals from an online seller that sales to customers without a state pest control license. There are certain chemicals that can't be sold in various states. The item page has a list of states they can not ship that item to. You can not put it in your cart and put in your address and go to the payment page. If you can get to the payment page on Target's site with a escooter etc that the sale and advertising is prohibited in NY with a NY adress typed in then thay have advertised for sale in NY and have broken the law.

because he's trying to prosecute online retailers for selling products legally rather than the locals who are violating the local laws.

They are not illegal to own. They are illegal to ride on NYC public streets without a tag or registration because they are then considered as a motorcycle or scooter. So he is going after a retailer for selling something that is not illegal to own. Ok well there are a lot of vehicles that are not legal to carry on public streets in many other states and cities but people still have them because they are not illegal to own. They own them then carry them to places they are legal to ride. This is straight up communism.

Has anyone broken the news to him that he has no authority to do such? I suppose he could limit their use on the streets through city council vote. That's different.

They are not selling them legally if they if they are advertised for sale or shipped to NY state. Period. They also enforce the prohibition of sale on local brick and mortars.
In the last couple of years NYC has given thousands of criminal summons and moving violations and seized over 1000 illegal vehicles. They are doing enforcement actions against users; whether it is enough is certainly arguable.
Ofcourse you can't articulate a problem. If you want to make an argument he should not enforce this law make it. If you are incapable of making a cogent argument, then just accept you are making the decision based in your feelings.
