the right number is 143 million, but it isn't exactly a "budget surplus". these numbers are just the revenue side, and they just mean that 143 million more in total revenue came in than was forecast.

the govt can only budget up to the amount they are forecast to receive, but during the year there can be reasons they are able to spend slightly more or less, like certain types of emergencies.

the thing is, last fiscal year includes the 2016 flood response spending and that could eat into the higher-than-expected tax/fee revenues.

so once you take final spending over the year into account there might not be a *budget* surplus. and i don't believe those final spending numbers are out yet. in fact, these "final" revenue numbers probably aren't actually audited yet either and if i'm right about that, they aren't actually truly final

Over 60 million of the money comes from Federal Flood money, JBE gave to double fund a state agency.

Who do you think you are kidding?

Let's not forget the over $2 BILLION in new taxes.

not really. The legislature is as awful as the governor. They pretty much refused to cut anything. I set in almost every Rev and Risc and Ways and Means hearing. Up would come a great plan to cut some bs tax exemption, or frivolous spending program, and it would get deferred.

The fiscal cliff is caused by the elimination of the temporary taxes passed in 16.

If the legislature had done its job in the Fiscal session they could have cut some damned spending and balanced the budget. Instead they just ignored it.

No governor I know has been more self centered that JBE. Behind the headlines he continues to try to find a way to launch a class action lawsuit on behalf of the state or the parishes that he can give to his lawyer buddies on contingency and get rich like the tobacco lawyers did.

The more the FBI investigates the more scandals come to light. I am told the only reason the FBI has not brought charges against several politicians including those in the Edwards machine is that every time they question somebody else a new scandal pops up. Targeted minions are rolling over like crazy for the FBI

Some of the scandals that have come to light are

1) deputies working for Sheriff Edwards shook down drug pushers and took their stash to sell through their own pushers. Evidence was often diverted to pushers friendly to the deputies. Two deputies have agreed to cooperate with the FBI

2) bail bond fraud--Sheriff personnel were forging bail bonds--I hear these people are talking to the FBI too

3) vote buying scandal--several politicians in Amite have been questioned by the FBI concerning vote buying. Most are close to the Edwards

4) two people have died in the parish jail and rumor has it---only a rumor--that one was cooperating with the FBI

Of course there is the completely legal slimy Edwards behavior to deal with too. Seems the Governor organized a fund raiser for the Sheriff and vendors of DOTD were the primary invitees. The meal was in Manchac and it has been said the vendors put up several hundred thousand dollars for the Sheriff. Why a DOTD vendor would want to contribute to a two bit sheriff's campaign I do not know.

They seem to think there's all this obvious and easy low-hanging fruit to cut. Everyone seems convinced of this at the national level too. But there are never real cuts or savings when it's time to budget. Either all this supposed fraud and waste is imaginary, or it's real and they're all too stupid to pinpoint it in any specific way.

There are always things to cut, but the problem is they all protect various special interests, and they all would rather do no cuts than have their buddies cut. So the deal is no cuts unless it's something like TOPS which maskes regular folks mad enough to tolerate new taxes to fully fund it.

never a shortage of rhetoric about "always things to cut" and "special interests"

always a shortage of actual things pinpointed as worthwhile to cut. even LABI reports and articles stop at generic shite like "put dedicated funds on the table", stopping far, far short of actually recommending the reduction of some service

perhaps the existence of all this cuttable stuff is greatly exaggerated by people telling others what they want to hear

Is the 'fiscal cliff' they keep talking about still a problem? Louisiana really needs to diversify the tax base and have a stable model that won't fold every time the oil and gas market dips.

What does that mean??? What is the state?

Do you mean the state government? or do you mean the people of the state?

Running the state government into the ground doesn't bother me much.

Taxing the labor of the people of the state to preserve the political class of state government does bother me.
