It was not. It was written to ensure citizens the right to be armed so as to oppose a tyrannical government. Limiting magazines to 5 rounds (or whatever you think is a good number) goes against that reason for the amendment.
What is needed is more mental health assessments in this country.
I have no problem with showing ID for ammo purchases but that really will not stop someone from getting it. It does not work will all the other things that are illegal but still widely available.
I think you mentioned some type of record being kept regarding ammo purchases. That could me misleading. I have an AR and shoot it regularly. This past weekend I went through 450-500 rounds. Between shooting a few hogs and target practice. That ammo is now gone, but how would the government know that I was not stockpiling it for some nefarious reason?
It all goes back to mental illness. Over the past 25-30 years this country has drastically changed the way it handles these people. Here in Tuscaloosa there used to be Bryce hospital and Partlow, neither of them have but a small number of patients now. The government pushed these people out into society so they would not have to foot the bill. We are all paying for that now.

Have it be a large fine? These could be found at gun ranges. Hear a burst of fire near auto, have the guy checked. Game Wardens too. Any old Baws out in the woods, have it be another thing they check just like tags, or any of the other things they check.
Amazing idea.
Our government can’t even seem to find illegals at Home Depot on a Saturday morning.... but I’m sure they’ll get this right.

Those 4 shooters were absolutely batshit crazy. The Virginia Tech guy may have never received treatment, but the other 3 were psych patients.

I can think of several scenarios where I'd prefer to have a 30 round magazine.
Are they LIKELY scenarios? No.
But, then again, neither is getting shot at a concert by a dude on the 32nd floor.
I'll tell you this. If some radical group that believes in violence comes a marching to my neighborhood and the cops aren't there yet, I'm probably not pulling out my 7 round single stack.
