They want to pick his replacement and not leave it up to chance. The senate is the “golden ground” that must never have a majority from either party. That would disrupt everything.

I agree with the sentiment, but facts don't support it. The main reason it changed was because so many legislatures dragged their feet in electing Senators (due to deadlock) that there were many instances of when states did not have full representation in the Senate and even one period where a state (Delaware, from 1901-1903) had no Senators.
Along with that were charges of bribery (with at least two Senators being expelled over it) wherein legislators were being bribed to elect a specific person.
All that said, I think technology has brought about a greater real-time awareness and ability to voice concerns (read: create pressure) by the majority of the citizenry that at least the foot-dragging by legislatures would be tamped down. I would support a repeal of the 17th Amendment.

Yes he is wrong. This is all grandstanding on Beshear's behalf. 43 days is not long compared to other Senator absences like Feinstein who missed 3 months on one occasion alone and had many others. You did not see Dems calling on Feinstein to cash it in but you did see GOP folks calling for it. Same situation.
Beshear knows that after August 3rd that McConnel's seat which is already up for election this fall will just proceed with the normal election process. He is not running for re-election. If he dies or resigns before Aug 3 then Beshear gets to appoint someone of his choosing until the election. This does not seem like much but Beshear could appoint a Dem to trim the thin majority the GOP has and with bills like the SAVE Act possibly coming up this is important.
I am prretty sure the GOP has majority in both houses in KY so I dont think Beshear has the authority to remove him in the next week.

The Republicans provide a list of three candidates to choose from. The governor has to appoint from this list and call a special election.

That was the 2021 law that Beshear said he would disobey.
The Republican veto proof super majority changed it again in 2024 and took andy out of the loop and put it in the voters hands. Parties nominate who they want for a special election.
August 3 is the deadline for vacancy to hold a stand-alone, completely separate election before the November general.
September 1 is the deadline to have a special election at all. It would just be included in the general election. One race for the remainder of the term to January and a separate race for the next six year term. All on one ballot.
If the vacancy is announced after the cutoff, it just remains vacant until the next term.
