For a couple of decades it was impossible to believe that the US could get a president that was so completely inept and incompetent as Jimmy Carter.

I think we are engaging in some revisionist history. Carter had not sold the Shah out. In early 1979 with protests raging in Iran, Carter was meeting with Helmut Schmidt and they were discussing the situation in Iran because the Shah had essentially lost control of the situation. His troops had fired on protestors repeatedly which he would then follow up with reforms. By the end of 1978 he really was not running the show, the army was . Plus the Shah was sick. He was dying from mistreated cancer. Reports were that he was out of it most of the time due to treatments he had been undergoing once French doctors took over his treatment....but by that time he had what could be termed Stage 4 cancer.
But Carter was not necessarily looking to cut off any aid, but he was concerned about the violence in the cities. There were "massacres" in Tehran in November of 1978 in Java Square that basically sealed his fate on top of other incidents in Tabriz and other cities.....and there was the Rex Cinema fire where 400 people were burned to death ( probably Khomeini's people did it).
The thing was, the Shah had lost control. Carter dispatched US generals and Intel types to asses the situation after the meet with Schmidt. The US, French, British and W German Intel all said the same thing. The Shah was fricked and besides, he was not running things anymore in reality.
Shah's people saw the writing on the wall and the Shah decides to abdicate which caught a lot of people off guard. He goes, and there is a new PM selected as the head of the government, Shapour Bahktiar whom everyone in the West saw as unacceptable because he was incredibly weak. US sees writing on the wall and then opens up dialogue with Khomeini and his people .
It's a story with lots of moving parts including Saddam Hussein and others on Iraq offering to eliminate Khomeini while he was still in Najaf....and it all happens in about 14 months from late 1977 to mid January 1979.
But US does not pull support until Bakhtiar becomes head of state

A large majority of the people in Iran wanted a revolution. The US and UK installed a government they wanted in 1953, but it was never what the people wanted
Sadam Hussein is a big reason Iran is the way they are too. The year after the revolution Iraq invaded Iran and started the 8 year war.
The war allowed the new Iranian regime to rally all sides against a common opponent.

Carter couldn't negotiate the deal with the American hostage release, he left them in Iran for over a year, then in comes Reagan on the first day in office they came home. Carter, like Biden was in a no way fit to be President!!!

Shah had lymphoma that was mistreated by his doctors. It S not until 1977 that his new French doctors got him on the correct treatment, but by that time the cancer was allowed to run wild that by mid 1978, most days the Shah was a zombie.
More often than not his advisors and generals were calling the shots and if the Shah did issue a decree that was progressive, the demonstrators would force the police and army into something unreasonable.
The Shah never really saw any of this coming. First protests start in November of 1977 and within a year Iran was in chaos. No doubt encouraged by the Iskamists.

The only things that could be done were to send in hundreds or thousands of western troops to help him or tell him to abdicate and hope whomever follows would like the West too. There was really nothing else any President could have done.

By the time Huyser is sent to Iran in January 1979 it's a damage control mission.
A few things:
US never withheld aid until after Feb. 1979 to Iran.
Iran had been having economic trouble since 1975 because the Shah was helping us by resisting Price hikes.until he could not do so anymore.
Saudi Arabia actually probably did more to hurt the Shah after the Ford / Shah meeting.....they flooded the market. Iran was getting gutted financially. Oil facility workers were going out on strike
Iran and U S. passed on the Iraqi offer to eliminate Khomeini in 77/78
