Not much different than what you had in Louisiana and Florida in recent years with companies pulling out and/or dropping a lot of their policies to reduce their hurricane exposure.
But the timing would depend on when each policy is up for renewal because they can't just drop you like that midyear. Would have had to be at their renewal date and they'd have gotten letters at least a month ahead of time notifying them that their policy wouldn't be renewed.

However, all of these carriers that are pulling out of California do it as a structured withdrawal. They handle everything as "non-renewal" That means that they give people 75 day notice that they will not renew their policy (most states it's only 60 days). The person can then attempt to obtain new insurance on the private market. If they are unable to obtain insurance then they can get insurance through FAIR although it would be at a premium price. California FAIR covers brush fires/wildfires.

Guy I worked with didn’t have insurance on his house when it was destroyed during Katrina.

I love James, but it’s time for him to move. Living in LA ain’t the answer. Even move to another part of California(which I would not recommend), but it’s preferable to staying in that hell hole. It’s his responsibility when you have the means and the resources to get the hell out of there. He learned the hard way their government is incompetent. No firefighters or water to fight the fires? No insurance on your home?
If you know all this and you stay that’s on you. It’s your responsibility.
