It was clearly an attempt to subtly suggest Trump should be assassinated under the cover of being plausibly defensible.
It wasn’t a threat.
If anything, it was a call to action.
No reasonable person denies this. Some just think the plausible deniability make this impossible to convict.

That said, the Obama and Biden DOJ went after Trump for any and everything it could no matter how trivial.
So now that the shoe is on the other foot, I'm not particularly interested in hearing how this is unfair or some abuse of power. They shot first.
