So if I mail a ricin filled envelope from DC that kills someone in Louisiana, I cannot be charged for murder in Louisiana?

Already confirmed by insiders that Biden personally issued none of his pardons… with the exception of one: Hunter Biden’s.
I think you're misremembering things. What has been "confirmed" is that Hunter Biden's pardon was the only one signed by Biden's hand. In reality, this doesn't make a bit of difference unless you can somehow prove that Joe Biden did not approve of the other pardons, which would be very hard to do. He can simply lie and say that he approved them.
Some have said that he was selling pardons, or that Elizabeth Warren was selling pardons. And even if that were the case, those pardons would remain valid. People brokering any deals may end up in trouble, but the pardons themselves would remain valid.
The only way to get around the pardons is to either bring them up on state charges, unrelated crimes, or maybe if you prove that Biden wasn't a legitimate POTUS.
