Is it racsim when blacks play rap on musical instruments and a musical scale invented by white people?
Is it racism when blacks play sports invented by white people?
Is it racism when black people use the electrical grid. Invented and designed by white people?
The answer is no, the answer is no in all cases. Spending time worrying about what culture originated a type of music you like or an invention you use - is a waste of time and based in hate.

This is actually a very good point about basketball and football — both invented by very white men. I don’t hear people fussing that incorporating white culture by black people is racist…

There are a multitude of ways the black community has enriched our society, including but not limited to food, sports, art, and music.
And to answer the OP, no. Cultural appropriation is a regressive, racist concept.

There is no black culture outside of actual African culture. What we consider black culture in the U.S. is nothing more than a slight modification of white trash culture.

I read an article once that argued most aspects of black culture are rooted in rebellion against white civilization i.e. speech, clothing, music, cars, food.

this. blacks and poor southern whites have tons in common. more in common than the media would want you to believe. i read somewhere where there was discussion of this. what people consider "black food" is nothing more than southern food. during the great migration during the turn of the century, blacks moved north and took their culture with them. the whites up north had never been around blacks nor been to the south and saw the food they were eating (that wasn't eaten up north), and it became known as "black food". even though whites were eating the exact same thing down south.
i've also never understood whites getting braids is cultural appropriation but blacks getting blonde weaves is not.

From race, gun control and gender, we the people are being force fed the entire liberal menu.
The principal issues facing black Americans can't be corrected by crying racism. The work must be done by them, keeping families together, black on black violence, turning around this attitude of being victims.
Democrats don't care about improving standards of living for black America, only keeping their votes.
