The best response by centrists/conservatives is that it’s paramount that we stop expanding the notion of “rights”. We need to start using the term “responsibility”.
I differ from Libertarians in that, as a Christian moralist, I think it is my responsibility (our collective responsibility) to provide for the truly poor and disadvantaged. The difficulty of the task is to do it in such a way that it doesn’t cause dependence.
The existing paradigm of big government programs creating “entitlements” for an ever expanding list of rights for the latest real or imagined group of disadvantaged voters is not only unsustainable, but also inefficient, ineffective, prone to corruption, disingenuous from the start by self-serving politicians, and most importantly it is essentially harmful to the very groups we are ostensibly trying to help.
For these reasons, I am not automatically opposed to every single effort to provide assistance to the lowest tier of society. I think that such efforts are best handled locally, and by private charitable groups or non-governmental institutions, but measured, targeted, and objectively measured governmental interventions can and must play a role especially as our society is currently arranged.
We’ve got a long way to go if we want to restructure our civil society in such a way that we citizens are ready, willing, and able to shoulder the burden of supporting our less fortunate bretheren.
And you Libertarians, make no mistake, the losers in the game of life’s big lottery system, whether it be intelligence, health, or bad circumstances, are always going to be with us, and they make up a large segment of the population. They cannot be left so far behind in misery for both moral and practical reasons. Such a society cannot survive for very long.

Darwin can't do his thing in a place (Louisiana) where everyone feels entitled.
there's the generational poverty living off the government for as long as they could have.
then, there's this other portion who don't want people to have their taxes. then, when it comes time to collect theirs (80% of Ascension parish), they feel entitled to "collect what's theirs".
