That does not appear to be the case here.
The guy they are reportedly dealing with is a lifelong regime member, former commander in the IRGC, former leader of all police in Iran, and former mayor of Tehran. He has been vocally supportive of the brutal crackdown on protesters and has called for their continued execution as recently as a week ago.
