For sure this is true, but I never understood why MM1 seldom gets a mention. Maybe it’s just bc MM1 is what I had for the longest time, but that one is my preference.

There is more to it than what is quoted in OP. It’s taking the money on hand and re-allocating as a one time event. Those entities still have their normal allotments.

Edit: upon reading more carefully, it appears I was mistaken. It does have a reoccurring element.

It certainly worked when Covid sunk the economy. I was baffled by how much everyone forgot how good it was going beforehand. Won’t work so well this time as midterms aren’t for another year. Unless those fricks plan to drag it out that long.
