I tend to understand but at the same time if our birth rate continues as it is it's going to be a social and economic train wreck that probably makes this thousand bucks look like nothing

I don't disagree, but I love this idea. I would much rather out money into an account like this than a college fund.
These allow additional contributions of up to $5k per year. The $1k is essentially "seed money."
ETA: Even if you hate the $1k piece, these accounts should be very attractive to most people.
