-Iran has not yet responded to US.
-Iranians are divided on nuclear concessions including enrichment and their existing nuclear stockpile.
-Iran believes it has won the war and are united in Straight of Hormuz acquisition demand.
-China and Russia are assisting with Iran with development/replenishment of drones and missiles.

If the IRGC is currently receiving military and economic assistance from both China and Russia, then, IMHO the IRGC's plan is to feign negotiation and fake out Trump while Iran rebuilds its drone attack fleet.

Russia has their hands full at the moment. I seriously doubt they are able to give very much material support to rebuilding Iran's drones when Russia needs all the drones they can get themselves.

2. Why is anyone surprised Russia is helping Iran when the US has been helping the Ukrainians for years with targeting assets in Russia?

Yes, Iran took a severe beating.
But, as we know from Military History - you cannot conquer a country the size of Iran by using Air Power and only Air Power.
We have a Naval Blockade in place, but, we have no Naval forces in the Caspian Sea, so, we don't have a total Naval Blockade of Iran. Iran has ports on the Caspian Sea and they use those ports to trade with Russia.
We can use Air Power to "blockade" those ports but I don't know how effective or feasible that might be.

Trump has been made an absolute fool by Iran. He should have bomber them weeks ago like he promised but held off because “they wanted to negotiate.”
