The project went no bid due to the bureaucracy of the federal bidding process. There wasn’t a scenario where it could have gone up for open bid and be ready for the semi-quincentennial. So they go with a “trusted” contractor.
So like many things in DC, one bad policy leads to more bad policy, which leads to politicized finger pointing, and the beat of dysfunction goes on.
