The project went no bid due to the bureaucracy of the federal bidding process. There wasn’t a scenario where it could have gone up for open bid and be ready for the semi-quincentennial. So they go with a “trusted” contractor.
So like many things in DC, one bad policy leads to more bad policy, which leads to politicized finger pointing, and the beat of dysfunction goes on.

Yes, the military frequently awards "no-bid" contracts, legally referred to as sole-source contracts. While competitive bidding is standard practice, the Department of Defense issues billions of dollars in non-competitive deals each year
You know the department with an 850 billion, thats billion budget.
