I can see there being some truth to this. Surface prep is everything when laying down any type of sealant. Being pushed to finish by a deadline can lead to corners being cut.
I have no idea about the type of sealant used being the wrong type. What a huge fuggup if true.
Algea was a dumb flex by TDS sufferers. However, sheets of paint peeling off is very very bad. If true, it will need to be redone in short order much to the delight of anyone on the Left

Somebody's getting a warranty call.
I worked a retro-fit project of a warehouse conversion into a microelectronics fabrication cleanroom. Painter messed up on preparation of existing steel structure prior to applying some VERY EXPENSIVE coatings. A few months later the coating was peeling off in sheets and flakes into the clean air supply plenum, and other places, just prior to CR Certification. It was a mess, Lawyers, Email discovery, testimonies, millions $$$s involved and small painting contractor went belly up. I was lucky not to be involved as I was manager of the Process Piping contractors. Whoow-weee.
