I don’t know why anyone is looking at that photo and expecting tens of thousands of people or conversely using it as evidence of some gotcha crowd size… you can clearly see the barriers set up around the event. All you’re going to see is the people the city permitted the event for which was 3500 people. So where’s the rest of the crowd? It’s out of frame barricaded from the event. NYPD is not going to let the rest of the crowd just move in and hang out on a temporary barricade because at that point you wouldn’t be able to keep them out.

According to this report, attendees were still being admitted as Trump gave his speech.
The Trump campaign claims 20,000 signed up to attend.
In any event, the crowd that appeared is much more than the 3500 the Trump campaign was permitted.
